Development strategies for coastal cities in the face of climate change: the case of San Andrés Island, Colombia.

Presentation:
The objective is to develop a multidisciplinary project that is based on fragility and climate impacts, with infrastructures as drivers for the recovery of impacted and degraded sectors that arise from the failures of occupation and production in this territory.
The extension seeks to bring together researchers from partner universities who currently form an active network on the theme related to the city-port, both in public management, in the development of urban improvement and its population occupation and in the approach to relationships in the development of strategic plans, such as the private entities, their territorial organizations, functioning and impacts on the use of physical space and demand for infrastructure.
The project covers the north and south areas of the island of San Andrés, in partnership with the City of San Andrés, local agents in shaping and discussing improvements between city and water relations, providing solutions, both in the development of diagnostics , addressing problems and improving the quality of life of the local population and preparing matrices and studies on integrated regional development, based on local renewable resources and sustainable practices.
In this way, the following initial contributions to the structuring of the work can be considered: 1. Expansion of territorial analysis models, with the Method in Project Strategies (MEP)2 applied as support for the coastal zone of the island of San Andrés; 2. Identification of transformation processes occurring in port areas that make it possible to direct the recovery of the territory, the generation of jobs and new socio-cultural relations; 3. Multidisciplinary exchange between the different areas of knowledge and institutions that allow the expansion of the debate on the applicability of strategies as an inducer of the Sustainable Development Goals (SDGs), enabling the application of strategic planning for new urbanization processes.

Regarding social impacts, it is essential that the following are highlighted: 1. New mechanisms of economic production and restructuring in the development of recovery plans for degraded areas; 2. Formulation of new urban development scenarios and assistance to local communities at risk; 3. Expansion and recommendation for the development of possible public policies for the generation and recovery of degraded areas identified as: a. coastal innovation sectors; B. vessel docking areas; w. informal occupation; 4. Strengthening new sectors of socioeconomic production, generating new geographic networks and urban development zones, as an attractive element for adequate occupation between city areas and the sea.
The entities involved and their teachers will initially collaborate on the project as follows:

1. Universidad La Gran Colombia - Bogotá, Colombia - participation of researchers, workshop events, collaboration in the “Semillero de Investigación” and webinars;

2. New York Technology - participation of researchers, workshop events and webinars;

3. Veiga de Almeida University / Rio de Janeiro – Br: Through the Model Office (EMAU) -, with the participation of local researchers and students, webinars will be developed with local agents, “on-site” data collections and dialogues with " local stakeholders, assistance in organizing an International Workshop;

4. Local governance of San Andrés - data, mapping, organization of International Workshop;
